NATIONAL BARGAINING UPDATE – MARCH 6, 2018

The nation’s major freight railroads and the Brotherhood of Maintenance of Way Employes (BMWE) and the International Association of Sheet Metal, Air, Rail and Transportation Workers (SMART – Mechanical Division) have agreed to the pattern settlement terms for all issues except for health care. The resolution of that issue, including any appropriate associated adjustments in terms or conditions, will be determined through binding arbitration.

“These agreements reflect our shared commitment to finding the best method to bring our bargaining to a conclusion,” said A. Kenneth Gradia, Chairman of the National Carriers’ Conference Committee (NCCC), the bargaining representative for the railroads. “We are now much closer to a final resolution with all the rail unions.”

BMWE and SMART – Mechanical Division represent 29,000 employees in this bargaining round. The following unions, which represent 102,000 employees in the bargaining (over 70 percent), previously ratified their agreements with the railroads and all terms of the agreements have been implemented including wage increases and retroactive pay:

  • American Train Dispatchers Association
  • Brotherhood of Locomotive Engineers & Trainmen
  • Brotherhood of Railroad Signalmen
  • Brotherhood Railway Carmen
  • International Association of Sheet Metal, Air, Rail and Transportation Workers – Transportation Division including Yardmasters
  • National Conference of Firemen and Oilers
  • Transportation Communications International Union

Three unions remain in mediation (International Association of Machinists and Aerospace Workers, International Brotherhood of Electrical Workers, and the International Brotherhood of Boilermakers, Blacksmiths, Iron Ship Builders, Forgers and Helpers).

The NCCC, a committee of the National Railway Labor Conference, represents more than 30 railroads, including BNSF, CSX Transportation, Kansas City Southern, Norfolk Southern and Union Pacific, in national bargaining with the twelve rail unions.
