NATIONAL BARGAINING UPDATE – APRIL 19, 2018

The International Brotherhood of Boilermakers, Blacksmiths, Iron Ship Builders, Forgers and Helpers has signed onto the pattern agreement, raising the number of employees covered by the pattern terms to 102,000 out of 145,000.

“With the IBB’s adoption of the national agreement, we are now closer to bringing this bargaining round to conclusion,” said A. Kenneth Gradia, Chairman of the National Carriers’ Conference Committee (NCCC), the bargaining representative for the railroads.

In addition to the IBB, the following unions have also concluded negotiations with the railroads:

  • American Train Dispatchers Association
  • Brotherhood of Locomotive Engineers and Trainmen
  • Brotherhood of Railroad Signalmen
  • Brotherhood Railway Carmen
  • International Association of Sheet Metal, Air, Rail and Transportation Workers (SMART) – Transportation Division including Yardmasters
  • National Conference of Firemen and Oilers
  • Transportation Communications International Union

The railroads and two unions, the Brotherhood of Maintenance of Way Employes and the International Association of Sheet Metal, Air, Rail and Transportation Workers (SMART – Mechanical Division) have agreed to the pattern settlement for all issues except for healthcare plan changes to moderate growth in plan costs.  These issues will be determined through binding arbitration in May.

The International Brotherhood of Electrical Workers is currently conducting a vote on a tentative pattern agreement.  Negotiations with the International Association of Machinists and Aerospace Workers are continuing with the assistance of the National Mediation Board.

The NCCC represents more than 30 railroads, including BNSF, CSX Transportation, Kansas City Southern, Norfolk Southern and Union Pacific, in national bargaining with the rail unions.
